Abstract
Following the Christchurch and Kaikōura earthquake sequences, the approach taken to natural-hazard management in Resource Management Act 1991 plans has changed, with the management of significant risk becoming a matter of national importance (s6). While this may lead to risk reduction,the concept of residual risk, particularly with the impact of climate change, is only just beginning to be considered and incorporated. With events such as the 2017 Edgecumbe Flood and ex-Tropical Cyclone Gabrielle in 2023, this risk has come to the fore as being unrecognised as a significant risk. (auths)
