Abstract: This report presents the findings of a project undertaken for the New South Wales (NSW) State Emergency Service (SES) on people’s behaviour in and around floodwater. Key objectives of the project were to: A) Review and analyse studies that have been conducted on why people drive, ride, walk or play in flooded areas; B) Review and analyse current strategies employed in Australia and internationally to: i.Provide advice for people driving in floodwater; ii.Deter people from driving through and playing in flood water (i.e. public education strategies and other strategies currently in place); and C) From the findings of B) analyse the strategies that exist, suggest strategies that may be suitable to be implemented in NSW, and suggest new potential strategies that could be tested.
