Abstract
This report describes the process and outcomes of a marae-based climate adaptation hui initiated by Te Ara Huringa Ahuarangi Mo Te Taiao (TAHA) in the flood-prone Ruawai Flats on the eastern coast of Kaipara District, Te Tai Tokerau Northland. TAHA is a tangata whenua adaptation coordination group of the three marae Naumai, Parirau and Kowhai that experience the impacts of flooding and intensifying risks from climate change. TAHA was formed in March 2022, with the initial support of Kaipara District Council, to incorporate tangata whenua perspectives into assessment of climate risks and identification of adaptation options. Observing tikanga, the hui approached adaptation as a process that would improve marae resilience and wellbeing in a changing climate. The first hui was conducted at Naumai Marae in August 2023 to gather the views and concerns of whanau regarding wahi tapu and the impacts of flooding to the Ruawai valley. The second hui, conducted at Parirau Marae in October 2023, involved korero about the risks of floods to elements whanau considered to be important to wellbeing. The final hui was facilitated by Te Kowhai Roading and the Urupa; Committee in February 2024 and involved korero on matauranga and engineering consideration for adaptation actions in reducing identified climate risks (to wellbeing) and improving resilience. The hui korero outcomes were synthesised to consolidate three key adaptation strategies for the three marae, which are to: 1. Assist in developing skills and capabilities of tangata whenua in sustainable-materials roading-drainage civil-engineering courses. 2. Aid in incorporating health and safety measures into marae emergency and disaster-management plans. 3. Apply the adaptation process with a focus on wellbeing that includes the development and operationalisation of a climate resilience and wellbeing monitoring and evaluation plan and indicators. The implementation of these strategies will be led by Te Uri o Hau, and the marae adaptation process will be facilitated with other marae within the rohe. (auth
